The 24K license is the SKU boundary

This PID sits between the ASR1006-10G-B16/K9 16K tier and the ASR1K6R2-20-B32/K9 32K RP2/ESP-20G design. Do not infer capacity from the shared ASR 1006 chassis alone. A replacement or spare must preserve the 24K entitlement and the RP1/ESP-10G architecture unless an approved redesign explicitly changes performance, software and licensing assumptions.

Session accounting follows the service role

Cisco states that LAC and LNS deployments count PPP sessions, while their L2TP tunnel count does not consume an extra session quantity. L2TP Tunnel Switch licensing instead follows the number of switched L2TP tunnels. ISG and PMIPv6 MAG functions have their own feature coverage and still require the applicable subscriber session licenses.

The exact PID appears in Cisco's select ASR 1000 bundle EOL announcement. Its end-of-sale date was 30 December 2013, with Cisco support ending 31 December 2018.
